To create filmstrip border, there are a few options. The easiest is to use a die cut. The other option is to use punches. You can either use the filmstrip border punch and punch along a black strip or use the rectangle hand punch and punch out all of the small openings along a black strip. Just be sure to pre-mark where you need to punch so that the openings are even.
